 Board members are residents who are are elected to the position of Director during the November election period.

Carroll De Andreis, Chairman

Member of  the Board of Directors since February 2006. As a stay-at -home mother of three, she and her kids are active in the Cottage Preschool, take swim lessons at the Cottage Pool and are fixtures at Seely's Splash Park during the summer months. She has lived in the district since 2004.

Carl Tennis, Vice Chairman

Member of the Board of Directors since 1980.  A district resident and property owner since 1975 Carls family has been active and participated in district programs since 1975.  He is retired from the U.S. Government / Bureau of Reclamation in 1994. Carl represents FEC as a Director on the California Association of Parks and Recreation Insurance (CAPRI) since 1996, and on the Park and Recreation District Employee Compensation Board (PARDEC) since 2000.

Laura Lavallee, Secretary

 Laura Lavallee grew up and attended elementary through High School in the Arden Arcade Community.  She graduated from UC Davis and Currently works as a Water Resource Engineer for the State of California.  Her family has lived in the district for over 20 years, benefiting from many of the programs, activities, and facilities the district has to offer.

Michael Seaman, Director

Has served on the Board from 1988-1992 and from 1998 to present. District resident and property owner since 1978.  Educated in architecture, and landscape architecture, Michael works as a planning consultant and energy specialist.  He also teaches skiing and snowboarding at Donner Summit resorts.

             Erin Upchurch, Director

Erin Upchurch has joined the district as our newest Director. She was selected at a special meeting held February 7.

She and her family have been district residents since 1999 and business owners in the district since 2005.
You can find her kids in the pool swimming for the FEC Stingrays every summer and her dog at the Howe Avenue dog park – she is usually somewhere in between!
